§ Sir R. HORNEI would refer the hon. Member to the answer given to a question on this subject by the hon. Member for the Consett Division of Durham (Mr. A. Williams) on the 13th instant by my hon. and gallant Friend the Financial Secretary to the Treasury. In view of what was stated in that answer, I am not in a position to adopt the suggestion contained in the question.
