Sir E. NICHOLasked the Postmaster-General if he is aware of the dislocation of business throughout the country through the restricted postal services and extra charges, and that traders are crying out for a return to normal conditions, especially in Cornwall, to compete with foreign countries, whose charges are admittedly more advantageous than ours; and if he is now prepared to restore normal conditions as far as practicable?
