Captain GUESTFifteen non-service employés have been temporarily retained at out-stations on the ground of hardship. In each case retention was recommended by a Substitution Committee on which the ex-service men were represented, and does not involve any disregard for the Lytton Report. The cases of these ion-service employés are reviewed from time to time, and 5 of them are actually under notice of discharge at the present time.
