asked the President of the Board of Trade the number and names of vessels or ships stopped through having been overladen with coal or coke owing to the Plimsoll regulations through their surveyors at the following places:—Middlesbrough, Hartlepool (East and West), the Tyne, and Blyth; and where bound for, nationality, and amount of excess of coal or coke aboard?
