asked the Minister of Pensions whether, having regard to the position of the motherless child as compared with the section-nine child (Regulation II, Part 1) in the matter of clothing grants, he will favourably consider applications on behalf of motherless children for clothing grants as per circular 2037, where the guardian, owing to any cause, is unable through poverty to provide suitable clothing?

The Special Grants Committee are prepared to consider on their merits applications for clothing grants under this Regulation where the circumstances are exceptional. The Regulation was introduced last year as a temporary measure in view of the then cost of living, and was never intended as a general supplement to the special rates of pension already provided by the Warrant for motherless children.
