EVANSasked the Under-Secretary of State for War, having regard to the recent failure of a certain firm of Army agents and bankers, if he will cause an Army Council Instruction to be issued explaining in detail the exact position and responsibility of the War Office in the matter of commissioned officers' pay, and pointing out that it is optional for all officers to bank with a company of their own choice?
