§ Lieut.-Colonel ASHLEYSo far as I am aware, the practice referred to in the first part of the question has been permissible ever since the passing of the Highway Act, 1835, except in areas where special local Acts provide to the contrary. I am not aware that any special danger arises which would justify the introduction of legislation to make the practice an offence.
