§ Mr. BALDWINI have no sufficient data to form an estimate of the cost of excluding these particular savings from the calculation of means for the purpose of old age pensions. The Committee of 1919 saw insuperable difficulties in making any equitable distinction between different forms of saving, and I am not prepared to alter the existing law on this point.
