§ Earl WINTERTONI have seen the communiqué referred to. I do not know whether a prosecution is intended in this particular case. But in reply to an inquiry made about a year ago by the then Secretary of State the Government of India reported that prosecutions are generally instituted as frequently as is practicable and desirable.
