§ Mr. NEALI have been asked to answer this question. The question of the incidence of the cost of the maintenance and repair of public highways was considered by a Committee, over which my right hon. Friend the Home Secretary presided and which reported in 1918, and is constantly receiving consideration. I460W doubt, however, whether the time has come for another formal inquiry.
