§ Mr. KELLAWAYThe latest time of posting in London for the general night mails was fixed at 5.30 p.m. to meet the increasing difficulty which was being experienced in preparing the dispatches in the short time available after the 6 o'clock collection. To revert to the 6 o'clock posting would involve a large increase in staff and expenditure and, owing to the earlier departure of some of the important mail trains, a considerable number of the letters posted after 5.30 would miss the night mails.
