§ Mr. SHORTTMy hon. Friend has asked me to reply to this question. The answer to the first paragraph is in the affirmative. His Majesty's Government have no information as to the second; and in reply to the third paragraph, I cannot say more at the moment than that I will carefully consider the Swiss proposal, which only reached the Home Office yesterday.
