SAMUELasked the Secretary of State for War whether, for the purposes of Article I of the Royal Warrant or Section 8 of the War Pensions (Administrative Provisions) Act, 1919, serious negligence or misconduct, in the absence of any action by the competent military authority, may only be alleged by the Ministry of Pensions for the purpose of rejecting a claim for disablement if the facts are other than such as can be deduced from questions of military duty, and military discipline alone?
