Rothstein, referred to in the note of the Secretary of State for Foreign Affairs as being the representative of the Soviet Government in Teheran actively employed in a Press campaign against Great Britain, is the same person as the Russo-German Jew employed by the War Office during the War as head of the section dealing with Slavonic information; and, if so, who was responsible for his appointment?
