DAVIESasked the Lord Privy Seal whether, in view of the attitude of President Harding's administration, His Majesty's Ambassador at Washington has been instructed to open negotiations for a conference between representatives of the British and United States Governments for the limitation of armaments; whether any steps have been taken or are contemplated to arrive at a preliminary basis of agreement; and, if not, what is the attitude of His Majesty's Government towards such action?
