§ Mr. KELLAWAYAs explained in my answer to a question asked by the hon. Member for Kirkdale (Mr. Pennefather) on the 14th June, I doubt whether a non-urgent telegraph service in this country could be worked without increasing the telegraph deficit; but I will have further consideration given to the question of introducing such a service as is now suggested.
