asked the Secretary of State for the Colonies whether the Government have decided to increase the yearly grant to the British Cotton-Growing Association from £50,000 to £100,000; whether the House will have an opportunity of discussing this decision; and whether this decision was made without the consent of the House?

I have been asked to reply. I would refer my hon. Friend to the answer which I gave to the hon. and gallant Member for Newcastle-under-Lyme (Colonel Wedgwood) on Monday last about the proposals of the Government in this matter. The House will have an opportunity of discussing these proposals before they are brought into effect.
