MONDThe No. 3 Form of Contract was drawn up by the Department for use in cases where local authorities could not obtain reasonable lump sum tenders for schemes comprising a comparatively large number of houses. Only a limited number of these contracts have been made, and I do not propose to extend the use of this form of contract.
