§ Sir E. GEDDESThe alteration in the period of availability of return tickets was made by the companies in September, 1918. It was within their commercial discretion generally to do so before the War and will be after control comes to an end, and I do not propose to exercise any powers I may have in this matter between now and the 15th August.
