asked the Secretary for Scotland whether, in view of the statement of the Secretary of State for the Colonies, that in the Gulf of St. Lawrence the Government regard as territorial the waters enclosed within a line drawn from headland to headland, although a portion of the area is more than three miles from the nearest land, he will state whether the same principle is maintained by the Government in the case of the Moray Firth; and whether appropriate steps will be taken to put it in force?

I am not in possession of the full facts regarding the area in the Gulf of St. Lawrence which was the subject of the statement made by my right hon. Friend, and I cannot therefore say whether the principle involved differs from that recognised under the North Sea Convention of 1882 which applies to the Moray Firth. I am, however, looking into the matter in connection with the review of the whole situation which I referred to in my answer dated the 12th April and which is now proceeding.
