§ Mr. CLOUGHasked the Chancellor of the Exchequer whether he will assure the House that in future all demands for any increase in remuneration to sections of the Civil Service shall first be brought before the House for its approval, together with the reasons why this course is recommended?
Mr. YOUNGI could not agree that all proposals to revise the pay of civil servants—whether these take the form of increases or reductions—should be submitted to this House before they are approved by the Government. The authority of the House to refuse to sanction any such items of expenditure when presented in the form of Estimates is already complete; and I can see no advantage in the change of system suggested in my hon. Friend's question.
