§ Mr. SHORTTI have no authority to give directions to local authorities as to the exercise of their powers under the Cinematograph Act, 1909, but I have advised them from time to time to pay special attention to films which have not received the certificate of the Board of Film Censors, and I think they may properly require that films not so passed should be inspected by themselves or their officers before being publicly exhibited within their jurisdiction.
