§ Mr. SHORTTThe Rule in question allows certain ameliorations of the ordinary prison discipline to be accorded to prisoners of previous good character if they have not been convicted of offences involving dishonesty, cruelty, indecency, or serious violence; but neither prisoners whose offences are due to political motives nor any other classes of prisoners are entitled to claim the benefit of it; each case or class of cases is judged on its merits.
