asked the Minister of Health whether he is aware that the Neath Board of Guardians have appointed as registrar and clerk two applicants of military age, but without War service; that the members of the Board were not notified that these appointments were to be made, with the result that several were absent from the meeting; and whether, in order that the claims of ex-service men may receive proper consideration, he will make representations to the Board as to the advisability of reconsidering these appointments?

I have already informed the Guardians that I am unable to approve of the salary of a clerk who has been appointed by them without previous advertisement of the vacancy, and requested them to advertise it in the usual course. As regards the registrarship, the Guardians have been pressed to give preference to an ex-service man, but I have no power of disallowing their appointment in this case.
