Mr. HURD

asked the Prime Minister whether the Irish Republican leaders have issued a warning that all emigrants from Ireland will be considered as deserters; that no extenuating circumstances and no plausible excuses will be accepted from persons leaving Ireland without permission of the Republic; and what steps the Government contemplate to preserve to Irishmen their freedom to emigrate if they so desire?

The facts are generally as stated in the first part of the question. As regards the last part, I can assure my hon. Friend that the Government are taking all possible steps to counteract this form of intimidation. He will, however, appreciate that it would not be in the public interest to indicate the precise steps that are being taken to this end.
