§ The PRIME MINISTERArrangements are being made to send to Odessa some 300 Russian prisoners who have been detained in Egypt and Constantinople. These persons were on the point of being repatriated when the Bolshevik revolution occurred at Baku in April last, resulting in the seizure and imprisonment of a considerable number of British subjects. As both the House and the Soviet Government are fully aware, His Majesty's Government are most anxious1966W to repratriate to Russia any and all Russians who wish to return to that country, but only on a basis of reciprocity.
