It is largely a matter of opinion whether any arguments or statements are of a propagandist or controversial character. I am not prepared to admit that in the field of public education all propaganda is undesirable or improper, and 1397W almost every live topic in education is the subject of some controversy. I am afraid I cannot answer the hon. Baronet's question in so general a form.
