§ Sir J. CRAIGThese officers and men are not eligible either for the 1914–15 Star or for the Victory medal, the award of which is limited, in the case of officers and crews of ships, to those who belonged to the Active or Reserve Naval or Marine Forces or who served under special naval engagements.
