§ Mr. D. HERBERTasked the Financial Secretary to the Treasury whether war bonus added to the pay of Civil Servants has sometimes been a percentage addition plus a fixed flat rate addition; whether in some cases the whole of such percentage addition and fixed flat rate addition has been reckoned for purposes of assessing pension, while in other cases only the percentage addition and a portion of the flat rate addition or the percentage addition alone and no flat rate addition has been 1142W reckoned for pension purposes; and, if the answer be in the affirmative, then under what section of the Superannuation Acts is such discrimination authorised?
§ Mr. BALDWINPrior to the 1st March last the reckoning of war bonus for pension was regulated by an agreement, of which I am sending the hon. Member a copy, concluded with certain Civil Service Associations. This agreement had the result of enabling Civil Servants who retired while war bonus was very small to count the whole of it for pension. But in general bonus was not reckonable in full, and this principle has been retained in connection with the sliding scale of bonus introduced as from the above date. The reckoning of a part of bonus only for pension is within the general powers of the Treasury under the Superannuation Acts.
