asked the Minister of Health whether he can arrange with the Treasury or other competent authority that the proportion of money raised from saving certificates available to local authorities for housing purposes should be loaned to such authorities for this purpose at the same rate of interest as that paid by the Government to the original lenders?

Mr. CHAMBERLAIN

No, Sir. Loans from the Local Loans Fund must be made at the market rate, which does not, in fact, do more than cover the risk to the Treasury of lending for long periods money repayable at short notice.
