Lieut.-Colonel JAMES

asked the Financial Secretary to the Treasury what steps, if any, have been taken to bring to the notice of the National Whitley Council the question as to whether Section 3 of the Superannuation Act, 188V, should be applied to those clerks serving the State, but who are engaged in a temporary capacity only, who have been rendering continuous service for many years and subsequently placed on the Civil Service establishment, in order that the question of back unestablished service may count for pension in pursuance of the terms of the above-mentioned section, notwithstanding that they are appointed, remunerated, and dismissed by the head of their respective Departments, but whose salaries are paid out of moneys provided by Parliament?

A Sub-Committee of the National Whitley Council has been appointed to consider the principles and conditions of superannuation in the Civil Service. I have no doubt that the question referred to by the hon. and gallant Member will come under the notice of this Committee.

asked the Financial Secretary to the Treasury whether he will be good enough to furnish a statement giving particulars and dates of the various bodies of persons who have been granted whole or part of unestablished service to count towards pension under the section above referred to since the passing of such Act, as was done in the case of clerks to surveyor of taxes particulars of which were published in the Official Report of the proceedings of this House on the 19th May, 1919?

The compilation of such a list as that desired by the hon. and gallant Member would involve so much expenditure of time and labour in examining records from 1887 onwards that I do not feel justified in calling upon the staff of the Treasury to undertake it.
