Having regard to the provisions contained in the Labourers Act and to the full powers already possessed by local authorities and public utility societies in relation to housing in rural areas, there does not appear to be any sufficient reason for extending the provisions of the Housing (Additional Powers) Act, 1919, in the manner suggested.
