§ Mr. ILLINGWORTHThe overtime worked in the various branches of the service is, in the aggregate, considerable; but it is, of course, spread over a large number of offices, and is caused to a large extent by fluctuation of work, which cannot otherwise be provided for. Where the work justifies the employment of additional force this course is followed, and as many ex-service men as possible are being engaged.
