Mr. CHAMBERLAINIt would certainly be impossible to pass through Parliament in the present Session the lengthy and complicated legislation that would be required to give full effect to the recommendations of the Commission. All that I have contemplated as possible 585W was to deal with one or two or the more urgent and important points, but I am afraid that them is now little chance of my being able to do even so much before Christmas.
