asked the Minister of Transport whether railway companies are refusing to accept goods for carriage except at owner's risk?

Mr. NEAL

It would not be correct to say that the railway companies are refusing to accept goods for carriage except at owner's risk; but in a few cases, owing to inadequate packing or other similar causes, they have considered it necessary to impose such a condition. If the hon. Member has specific instances in mind in which it is felt that hardship is caused and will let me have particulars, I shall be pleased to have enquiry made.
