asked the Under-Secretary of State for the Colonies whether the Colonial Office has been able to confer with the Governor and Attorney-General of Ceylon upon the question of the reform of the constitution of that island; if so, when he proposes to lay the proposals before the House; and, in case the Colonial Office has not been able to proceed with the matter, will he say if the proposals are likely to be forthcoming before the Whitsun recess, and the House given an opportunity to debate them before it rises?

Informal discussions are proceeding with the Governor and Attorney-General of Ceylon; but it has not, so far, been possible to formulate a detailed scheme, which, in any case, must be deferred until the Secretary of State has been able to receive the deputations now arriving or about to arrive from Ceylon. It will, I think, be impracticable to lay any papers on the subject for some time to come.
