asked the Prime Minister if it is proposed, as a consequence of the League of Nations being unable to carry out any of the purposes for which it was primarily established, owing to its possessing no armed forces or financial resources, to take steps to amend the constitution of the League; and, if not, will he state on what grounds this institution is to be continued?

His Majesty's Government do not agree that the League is unable to carry out the purposes for which it was established.
