asked the Under-Secretary of State for Foreign Affairs whether letters were sent from the secretariat at the Semiramis Hotel, Cairo, before Lord Milner's arrival in Egypt, to test the views of representative Egyptians; and how many of the replies were in favour of and how many were against the British Protectorate?

Letters were sent out before the arrival of the Mission, but only in order to obtain preliminary information on a number of subjects likely to be of help to the Mission. No attempt was made to hold a referendum on the subject of the Protectorate.
