§ Mr. HIGHAMasked the President of the Board of Trade whether he has considered the offer made to him by the Royal Dutch Shell Petroleum group to place themselves unreservedly at the disposal of the Government and any other European Government for consultation as to the petrol position: and whether he intends to take advantage of this offer through the organisation of the League of Nations or otherwise?
