GRAHAMasked the Secretary for Scotland whether the owners of the "Glasgow Daily Record and Mail" were exhibiting posters throughout the streets of Glasgow on Saturday, 21st February, purporting to give the result of the Paisley by-election, which was not officially declared until the following Wednesday, as a consequence of which many persons were induced to buy that day's issue of their paper; and whether it is proposed to take action against the owners of this paper?
