§ Mr. ILLINGWORTHThe question of improving the method of fixing the remuneration of caretaker operators is being considered by my Department. There is at present no association which can be regarded as representative of the class of caretaker operators; and the Whitley machinery is therefore hardly appropriate to the ease.
