§ Dr. ADDISONI am not aware that any promise has been given in 1913 or, indeed, at any time of the character indicated in the question. I am aware that some insurance practitioners are apprehensive—unnecessarily so—of the effect of the Regulations referred to, and I am sending my hon. Friend a copy of a reply which I have caused to be addressed to representations made to me on the subject on behalf of the Conference of Panel Committees.
