Mr. INSKIP asked the Minister of Transport whether there is any proposal that the Ministry of Transport should fly either of the ensigns hitherto reserved for the use of the Naval forces of the Crown; if, so, whether any heraldic device is under consideration as an addition to the ensign which it is proposed to use; and on what grounds the Ministry of Transport is entitled to use either of these historic flags?

Sir E. GEDDES: The harbours of Ramsgate and Holyhead belong to the Crown, and have been transferred from the Board of Trade to the Ministry of Transport. The Harbour Master must have a flag, and as the Board of Trade flag can no longer be flown, the Admiralty are being consulted as to what can appropriately be substituted for it.
