Mr. HARMSWORTHThe recent elections for the Reichstag were held under a system of proportional representation based upon the universal suffrage of all persons over the age of twenty, both male and female. I am afraid I cannot under-2206W take to circulate any statement such as that which my hon. Friend suggests. Full details of the system will, however, be found in the Electoral Law of the German Reich of April 27th, 1920, and in the German Constitution.
