§ Mr. PEASEThe International Postal Congress, which is to meet on the 1st of October next, will no doubt consider international rates of postage. The postage on inland postcards in France was raised to 15 centimes on the 1st of January, 1917, and to 20 centimes on the 1st of April last; and the postage on inland postcards in Italy was raised to 15 centesimi on the 1st of March, 1919.
