§ Mr. LUNNasked the Prime Minister whether His Majesty's Government is in a state of war with the Soviet Government of Russia; and, if not, by what right and under what principle of international law His Majesty's Government is acting in instructing the British naval forces to search vessels, sailing to or from Baltic ports, suspected of carrying arms or munitions consigned to the Russian Soviet Government?
