§ Mr. ILLINGWORTHThere have in the past been cases of delay in the delivery of telegrams in London, due mainly to difficulty in obtaining messengers; but this difficulty has been largely overcome; and I am not aware of any recent cases of the kind. The whole question of the arrangements for delivering telegrams in London is, however, now being considered, with a view to improvements in the system.
