Mr. BENNETT

asked the Secretary of State for India whether, in the laying down in the Anglo-Russian Treaty of 1907 of the limits of the British sphere of influence in Persia, regard was had to the judgment of Lord Kitchener as to the extent of territory in Southern Persia over which effective military control could be exercised with the resources at the disposal of the Government of India; and whether he will place Papers bearing on the subject before the House?

The views of Lord Kitchener were before His Majesty's Government when the Anglo-Russian Agreement of 1907 was negotiated; and I do not doubt that due regard was paid to them. I do not know of any Papers which could, with advantage, be laid.
