§ Mr. MUNRODetails of a proposed settlement of this matter have been submitted to me, but a few points are still at issue. I am endeavouring to bring the parties to agreement on these points, which would obviously facilitate the course of legislation. I hope very soon to be in a position to make an announcement on the subject, but I doubt if legislation will be possible before the House rises.
