§ Mr. BONAR LAWThere is no foundation for the suggestion in this question that the message was held back, as I am informed that the records of the Marconi Company show that no speech made by Tchitcherin was transmitted by wireless from Moscow on the 10th or 11th February. A fragment of a message was received on the 7th February and communicated as usual to all newspapers on that day.
